It depends on how close your member is to the fence. If it's too close your pee hasn't seperated into drops yet and you can get shocked. It even happed on the show. And this is the last post I'm making.. sheesh..

I believe the myth was "busted" not because urine stream separates into drops quickly after exiting, it's because urine does not conduct electricity well enough that it will flow up the stream and zap the subject.
